What is THE Public Authority?
We are a public agency whose purpose is to improve In-Home Supportive Services in Yolo County.
The Public Authority operates a Registry to help elderly and disabled consumers find quality providers of homecare services.
The Registry is run by the Yolo County IHSS Public Authority and provides referral lists of screened and trained providers to IHSS consumers who want to hire a caregiver to provide them with personal care or household assistance. Potential providers complete an application, provide references, complete an eligibility form to work in California, sign permission for the Registry to conduct a criminal background check, pass tuberculosis, fingerprint, drug & alcohol tests, and attend an intake orientation and interview meeting.

After passing the eligibility requirements to become a Registry Provider, we enter information about the provider into a computer database. When a consumer needs help we send the consumer a list of those providers who can best meet the consumer’s needs. The consumer is responsible for calling, interviewing and hiring the provider of his or her choice. The Registry does NOT hire providers. The Registry is a referral service. The Public Authority also provides consumer and provider training, negotiates for wages and benefits, and operates registries for private pay, respite and emergency on-call care throughout Yolo County.
What is IHSS?
In-Home Supportive Services (IHSS) is the program administered by the County that helps disabled and elderly people who need assistance with personal care or housework to remain safely in their own homes with independence and dignity. IHSS pays homecare providers (also called personal assistants or caregivers) to do household tasks such as cooking, shopping, and cleaning, as well as personal care such as help with bathing, getting dressed, and hygiene.
